Can one state use another states National Guard troops?
IE: Nevada National Guard troops in California.

A: Technically, it could be anywhere. Most likely, you'll attend drill at the armory nearest your hometown, and if called to action, remain in-state. However, in major emergencies, such as in Hurricane Katrina, you could be sent to another state to help. It's also possible you'll be deployed in support of combat operations, such as to the Middle East to assist in the War on Terrorism.

One state can't, per se, but the President can federalize the National Guard and use them anywhere a backward populace of ignorant religious bigots need civilizing -- Iraq, Little Rock, Arkansas -- you name it! ;)

Posse Comitatus only applies to law enforcement duties.

And there are so many exceptions and 'but-if's in the law that it's largely meaningless. More a matter of tradition than anything else.

IIRC, in those cases, it was the state militia from those states (National Guard) who responded...not that from other states.

No it was the 101'st Airborne US Army sent in by Dwight Eisenhower that responded to Little Rock after the Arkansas National Guard was deployed by Orville Faubus to block the integration of the school. Following the sending in of the 101st Airborne Eisenhower Federalized the Arkansas National Guard and then deployed them to assist with the desegregation of the school.

Joint efforts can also happen if requested. Governors can decide if it is in the best interest of the state.
