Port issues

So I tried to start up starcraft the other day and go on battle net...but battle net tells me my UDP port 6112 is closed. I double checked that my windows firewall was turned off, my Kaspersky firewall has exceptions added, and that my router had me set as a DMZ...all of the above checked out. I even hooked DIRECTLY to my cable modem, and still had this problem.

Today, I tried to host a FTP server, using port 21. I could connect to it ONLY if I used 127.0.0.1, but nothing else. So I set up another computer on my network and tried to connect to it using my internet IP address...wouldn't work. I tried to have a friend connect to my server, no good. Every port I try to use, is closed...is there something I am missing? I've gone so far as to kill every process on my computer, and I simply cannot get anything to connect to my computer.
