Port Fowarding Problems!!

I set up a Static IP and port forwarding on my main Vista machine for Torrents.

Problem is Port forwarding does not work, port does not show up when tested, and I still never get the green light on BitTorrent.
I have what seems like all the correct settings, I can connect to the Internet, but no port forwarding.

Router is a WGR614v6, and modem is a Westell supplied by Verizon.

here are the settings:
Internet Protocol Version 4 TCP/IPv4 Properies

Use following IP address: 10.0.0.40
Subnet Mask: 255.255.255.0
Default Gateway 10.0.0.1

In the Router:
IP 10.0.0.40
Port 17900
17905

any suggestions?
