Nope. Either he's got some queer ricer flame shooter or he's got an anti-lag (AKA bang-bang) system installed. What the system does, is delay the spark by as much as 40 degrees, IIRC, so that the AF mix burns as it goes through the exhaust, instead of pushing down on the piston. This keeps the turbo spooled up when you're not maxing out the throttle.
