I'm a member of our town's library board of directors. A couple of years ago we had the exact same debate, somewhat acrimoniously with a couple of the so-called "conservatives" resigned in protest.
The policies our board adopted are pretty much what rahvin and vi-edit suggested and they have worked out well. The most effective policy is having the computers right out in public display. Our computers the general/adult area have no filtering on them whatsoever.
Frankly, I think the problem is that this lady is using the library as her kid's babysitter.
