I think you have it backwards. I believe there is a clause in the Texas Constitution that allows this. It's more or less a contractual arrangement with the US that says that the US must provide certain security measures for the State of Texas. The current illegal immigrant issue have some thinking that the US is in breach of it's obligation to the contract. Therefore, Texas can secede.

shiner, take a look at my post. What I posted I have heard several times, have you come across the same thing. This is basically what the "Republic of Texas" (or whatever they called themselves) guys a few years ago were going on, as well as a few other seccession theories.
