The definition of a terrorist is one who "employs terrorism" as a tactic to get what he wants. The guy with the gun hasn't listed any demands publicly, but we don't know if he's got ties to the authorities or contacted them yet, either. He's not a terrorist by definition, but I hardly think he's a group of Alqueda running around in the back of a big white van shooting people. Can you imagine? With so little room, they'd have to clean up constantly after the goats.

Obviously he's a wacko. But I think he's either ex-military(most likely solution) or a very experienced hunter.

He is very skilled at what he does. There is no description of him as of yet, because he is very good at not being seen. The ammunition that he uses is consistant with standard military issue rifles. He maybe a wacko, but he's also very smart.
