Government: Doesn't care about saving money because they can just get more taxpayer money next year, or take on immense amounts of debt. Power-hungry, to the point that most of our governments throughout history have taken the form of dictatorships, in one way or another. (Dictatorships, in the sense of having one unelected person or group in charge of everything, whether they got there by birth or by military means.)
Companies: They simply want money, and only care about customer safety and welfare if a government agency is actively forcing compliance through random inspections. Also power-hungry, primarily as a means to the end of obtaining more money.
This question is like asking which person you'd rather have stab you in the eye with a hot nail file: Obama or Romney. Either way, it's not going to turn out well.
