Belgium, not even a contest. You really don't need to go further than the top 5; Belgium, US, Germany, Ireland, and Great Britain. You can contest the order of the 2-5, but that's how I'd rank them. BTW, the US wouldn't have made the top 10 list until a few years ago when the microbrew revolution came about.
 
Czech Republic, lived there 5 years, just got back from a 3 week vacation...To be honest, it's not as steady as it used to be, lots of buyouts by Western companies=worse beer, but Pilsner Urquell is better than ever, and the small breweries are better and better...

Asahi and Sapporo are nothing special, but Hitachino Nest Ales are great (especially the Red Rice and White ales).

Well ... I'm a big Guinness fan, So I'm gonna have to say Ireland, though I've heard so many good things about Hoegaarden, I just haven't found it anywhere local. My favorite may change soon. Also, The USA has quite a few great beers (Sam Adams & Killians for example), but the ratio of bad beers to good beers screws us over.
 
I'd have to say England has produced the most interesting and diverse styles of beer. In terms of actual product, I will take the quality American microbrewers against anyone in the world.

German beer is wildly overrated IMO, and is essentially dull. Since the German Rheinheitsgebot (their brewing purity law) prohibits using anything but grain and water to make beer, it tends to be really boring to my palate - no hops means no aroma and little flavor.

I have drunk a fair amount of Belgian beer, and it offers an interesting variety of styles, but I don't find it especially pleasant to drink.
 
Germany doesn't produce the best beers. They have some excellent beers without a doubt, but their laws don't allow for really creative beer making so I voted Belgium.

Then Ireland
Guinness Draught

Then Germany
BitBurger and Spaten

A tie between Belgium and the UK
hoegaarden and bass

and lastly France
Kronenbourg 1664

and you can;t really judge a country by some small batch beer that only the locals drink and a few specialty shops carry.

You have to judge it by beer that is produced in quantities that just about anyone can acquire without having to drive 1/2 hour to pick up a case.

Was going to vote Germany or Denmark, but this post inspired me to vote Canada! 😉 😀
