On the way back from lunch, we encountered this situation:

At a 2 way intersection, with stop signs at opposite ends and perpendicular traffic having no traffic signal, one party (A) was stopped and preparing to turn left. another party (B) arrives at the stop sign after A has stopped and is prepared to go straight. Who has the right of way?

Lame diagram attempt:

...........| |...............
...........| |...............
...........|A| [stop sign]
--------- --------------
--------- --------------
...........| | [stop sign]
...........| |................
...........|B|................

A is turning left, B is going straight.

Edit:
A is unable to turn until a few seconds later, when both A and B are at the stop sign, due to traffic from the right / left.

/edit: whoops...that OP was kinda confusing...

The person who arrived there first gets the right of way.

the car that got there first or the car on the right if both stopped at the same time.

If A is completely stopped and B is just arriving at the stop sign, I'm pretty sure legally A has the right of away because B is required by law to stop for 3 seconds. Good luck proving that in court though when you get T-Boned.

Unless both drivers are idiots, which I'm not ruling out, there isn't a problem if they are both turning left.

Edit: Oh, and A, being the first at the intersection, has the right of way; unless of course, if A is driving a new car and B is driving an old beat up POS which looks like it has already hit many cars of the type A is driving. :p

They're across from each other - they're both "the car on the right".

You're the only idiot - for not being able to read.

Sorry, didn't read the very bottom of the post and in the sentence earlier, previous to the diagram, it is worded as if he stated B was prepared to turn left.

In any case, A goes first.

Edit: lol, now the original post is edited. Fsck it, I just say, when at an intersection, he who hesitates loses. :D

No I'm the idiot for not being able to read. At the top both said they were turning left :(

3 of the 4 people in the car voted B, 1 of 4 voted A. I might need to clarify more, and say that eventually both B and A are stopped at the intersection since there was traffic preventing A from turning before B stopped. Does that make a difference?

Couldn't you be a nice guy and let the other person go first?

No. A reached the stop sign first, A has the right of way. Why is this so difficult?

'A' has the right-of-way because he/she was there first. If they got there at the same time then the person going straight has the right-of-way. If, at a 4-way stop, two people approach at the same time in perpendicular directions, then the person who is on the other person's right has the right-of-way.

.....|.....|
.....|.....| [4-way stop]
----......-------
............C <---- Has the right-of-way
