It's not like you can get any of that shut off temporarily or will use any less of anything other than water while he is gone, plus there is the agreement to pay, and the expectation by the other room mates, so he should pay 100%.

I was under the same situation and this is what my roommate adn I agreed on. She should split any bill that is not static. So with the three of us (Me, Girl A, Girl B who was gone), this was the breakdown:
Phone/Internet - All three split
Electricity, Gas, Water - Me, Girl A split
DirecTV - All three split
My argument is that it does not magically cost me less money for internet if she isn't here to use it. Also, if she were living alone, and was gone, her internet and tv bill would still be the same. Only her rated utilities would be less.

If you're feeling magnanimous, give him a bit of break, but I see no reason you shouldn't expect him to pay 100% of his share.
Personally, a month is a while, but its never been brought up. A guy was gone for 3 months before and he paid 50% of his split and everyone was happy. Just make sure everyone is happy as unhappy roommate = unhappy you.
Its kinda like splitting rent when someone has their own room. A lot of people do it where only personal space is accounted for. For example a 1000 square foot apartment with $1000 rent with 2 10x10 rooms. 3 people, 1 guy pays 500 and the other two pay 250.
Me and my college friends did it like this. 1 guy has 100 square feet of his room plus 266 (800 sq ft common area / 3), making his rent 367, the other guys have 50 personal space and 266 common area, making rent 316. You can modify obviously to your taste, but communication is key, just like when you wank off too much. Your penis tells you to give it a break by hurting.

when I was traveling for work, I was gone Monday - Thursday. On the weekends I wasn't even home that much. My roommate practically lived by himself but I still paid for 100% rent and 100% bills for my share.

After seeing this little tidbit (which you should add to the original post), he should definitely pay for the month. With that stuff left on, he may as well have been there himself.

The solution is so simple, I can't believe no one has figured it out.
First of all, it's idiotic to have him pay 0. Part of your electric bill, etc., is just associated with it being turned on. Your cable bill is the same, regardless of whether or not you watched television. So here's what I suggest:
Figure out your average monthly utility bill, or what it would have been for the month had he been present. Divide by 4. This is the amount that everyone is generally obligated to pay. Now, take that month's utilities, subtract 3 times the usual monthly payment for utilities, and he pays what's left.
i.e. if your utilities normally cost $500 for the month, that's $125 each.
If the month he was gone your utilities dropped to $460, then after each of the 3 of you using those utilities pay your $125, that leaves $85 for him to cover.

and you might as well calculate the energy he is wasting with his personal fridge (what everyone else has been paying for throughout the lease), and ask him to refund it back to all of you, with interest.

it's scary how kids think these days... i can't believe how many of you wouldn't man up and do the right thing. i guess that's why the state of the economy is the way it is, too many people are unwilling to cover their own asses.

there are still devices drawing power no matter what, which is essentially static. not to mention the charges on each bill that have nothing to do with power/water used.
For example, where I live, with high water restrictions, our water bill works out to be ~$65 per 2 months. Our current allotment is say, 11 units. We're damn good about our water use, and only use 2 allotments.
the water that we use is about $10 of that bill.....now does that make any fucking sense? unrelated, but to give "bonuses" to people for low usage (us using 18% of our allotment) of $1 credit (this is true) is economically absurd! (yes, this really is what our water bill tells us)
Anyhoo, my point is that the actual utility usage is only a certain amount of that bill. various other charges are certainly static and are charged monthly, and should not be as considered any different from the cable or internet bill.
I can understand if someone wants to pay a certain percentage, but in certain cases the actual usage of the utility is surprisingly low.
