"Worst" is too hard to quantify. Some guys have zero talent, but realize it and choose their parts accordingly. I think guys like Jean-Claude Van Dumb and Steven Segal fit in that category, they suck, but they're smart enough no to try to play King Lear. Some guys have a shred of talent, but think they're good and choose parts that are well beyond their reach, so they look like idiots. I'd lump Keanu into that category, he can play a certain type of character okay, but he does not have the range to step outside his Bill & Ted persona. Then there are guys who are actually pretty good, but are wayyyyyy too in love with themselves and wind up ruining most of the movies they're in just by trying to be bigger than their roles. I'd say Jim Carey and Tom Cruise fit that description.
So what's worse? Seeing a non-actor in an action film where he doesn't do much but blow stuff up, seeing a limited actor monotone his way through a role well behind his tiny skills or see a guy who *could* be doing decent work mug for the camera in that "I'm so cute, don't you just love me" way that not even a 6 year old could pull off? It all depends on your perspective. Steven Segal is likely the least talented actor of this era, but I can sit through his movies without suffering too much because the explosions are the real star. Keanu is very bad, but sometimes I can actually enjoy one of his flicks as well as long as he doesn't get in the way too much. The guys that drive me absolutely bonkers are the people like Jim Carey. He could make decent movies, but he can't even for a second stop trying to steal every moment of every scene, so his movies suck. They're unwatchable. So I'll vote for him as the worst actor since he makes the worst movies and the fact that they're so bad is entirely his fault.
