He's done it in a 55 MPH construction zone between west palm beach and fort lauderdale (VERY narrow lanes, no shoulder on either side, potholes, bumps, abrupt lane swerving. Kinda like the Central Artery.),

Isn't there a restriction on cops regarding giving citation on federally funded highways such as I-5 and I-84? I recall hearing city police can't give out tickets on Interstate Highway in a same manner.
