the only thing soap does is make water wetter. if you have no water the soap isn't doing a goddamn thing.

Only if you turn the soap dispenser over sideways and drip water straight into the hole. Otherwise you're just getting the top wet.

Wet hands first except for that foaming action Dial Complete. The directions on that said to apply to dry hands and then rinse off. Feels much cleaner that way too, but only with the foaming kind.
