It means having feelings for someone else and acting upon it (sneaking behind your back to see that person, long phone calls in the middle of the night, secret emails and text messages).
Could be as simple as holding hands or a kiss on the lips.
Does not necessarily mean sex.

yeah but you can kiss someone you don't have feelings for. you can fvck someone you don't have feelings for but it is cheating.
I have been stupid enough to get drunk and let some hot chick start making out with me before i stopped. I wouldn't consider it cheating as i didn't really know her and never talked to her again. of course i still told my gf.
But sex, wether you have feelings for the person or not is definately across the point of no return.

The very first love of my life cheated on me after 4 years together. We didnt get back together, but just this year, after 12 years apart, we have found each other again ( well she found me) and we have become friends. We live less than a mile apart with our families. I STILL wonder what would have happened if I had forgiven her and taken her back, but I am pretty happy with my life and she is with hers so I guess it all worked out. It felt awful at the time, but I guess thats to be expected.

Nothing wrong with giving someone a second chance if you want, and if it happens again, it doesn't mean it needs to be regrettable to give it that chance.
