Anything can be learned. However, there are some things inherent within one's self that might make their work a bit more honest or distinctive - which could be considered talent.

That is what I was thinking. I noticed a small improvement in my skill in a general art class, it might have been more marked if it had been a dedicated drawing class. The one thing that I did notice was that no matter what I drew, it all had a certain style that I seemed to be unable to escape from.
I'd say that you can surely make yourself better with practice, but not everyone's talent is equal. You'll find one guy practicing for 10 years to hone his skills, and he still won't be nearly as good as some 15 year old who's a natural.
Of course you can improve. Unless you don't know how to hold a pencil, you will get better by practicing.
That said, you will never be a true artist unless you have some natural talent for it. But that goes for everything in life: you are not going to a genius unless you are born with some intelligence, you will never be a singer unless you have a nice voice, etc.
