<< eh still not really. they don't have as much farmable land as us, and several fold more people. rice isn't the most efficient crop, and as more and more chinese reach life style standards that require more meat, they lose more and more grain/rice to feeding livestock😛 no amount of education would help that. pushing a land of 1 billion much of which is poor is a harder job then you make it to be >>

well before any modern science(before 1600 A.D.), the general public didnt know anything about the effects of over-popluation. at that time, China already has a large base of population. Let me remind you, China is one of the most succesful civilizations throughout world history, and it shows in its population (Back then when you can feed all of your population without letting them die of hunger, you are considered prosperous)

so everybody knows about the population function, it is an exponential function. With a large base to start out with, you get a very big number in relatively short amount of time. and that is why China is now over-populated, over-population started in the industrial age. and it wasnt considered a big problem til now. that is why a population control policy is only implemented a relatively short while ago in China.

poverty, education, agrcultural society.. blah blah. my grandma can't read chinese😛 my family tree is pretty convoluted, with some great grandpa having tons of wives, i can't keep track of my family anymore😛 chinese in the cities don't really need the one child policy😛 the women are gaining more power and don't really want large familys. this basically is the case all around the world and why many first world nations are barely at replacement rate now.
