biz. casual - ck shirt, top button open
professional - white dress shirt with tie

No one has a good passport pic, might as well not fuss over what you're wearing and how its minimal visibility will impact on the overall hilarity of the picture.

no, your version of biz casual is for small companies, for larger companies some of them see biz. casual as colored dress shirts with colored ties. I know some law firms consider professional as white dress shirt, black tie, black suit. Blue suit is considered biz casual....go fig.

 
its pretty much just a photo of your face, you could go in there shirtless as long as the place didn't have a no shoes no shirt no service sign.
