Bush does have nukes, but I think you people are forgetting just how buff Aquaman is. Plus, couldn't he control the sea creatures and make them destroy all ships, thus disrupting trade and commerce? With all ships out of the way, Bush's only real option would be to nuke the sea, hoping he hit the right spot. The damage from this would be too much even for Bush I believe, so that would be a last resort. Hmm....
