I'm graduating from RIT in the spring with a BS in CS. I've been living in Western NY for my entire life, so I never really considered the weather issue. As for the ratio, it's worse than what's published, once you get to the upper level CS courses. My fall courses (in CS, three of them) averaged 10:1 male:female. There's plenty to do in the area; but it's up to you to go out and do it. Well rounded ... you can take more LA courses, and hang out with the Art students if you want =).
As for education, I'm pleased. The professors, at least in the higher level courses, have all been top notch, and challenging. A wide variety of courses. The labs are impressive, we've got the new Gollisano building. My experience and contacts netted me a wicked internship in Minneapolis (now that's a place I wouldn't mind living). I almost hate to say it, but I'm going to be sad when I leave that place.
