I have a 350w Allied running my P4 rig, and I have no gripes. All the rails are right on the money. I use a 300w HEC 300AR-T on my other 2.4GHz northwood rig, and it is also a solid unit. I dropped a Panaflo 21db fan in each psu and now they are extremely quiet. Both are very inexpensive, and seem to do their job without any hassle.
 
Check out this TTGI 420watt PSU from Directron (linky). Just $46 but its got enough juice to power just about anything. I have one and the voltage seems to be right on all the time. Plus, the dual fans are silent.
