How are you defining "biological"? What is the end goal here? Is it more useful to track what someone popped out of the womb with, or how they actually function in society?
I would assume he is talking about genotype. Which is either male or female (except for the rare genetic abnormalities) and cannot be changed.
As to the original question, I think there should always be a "dont care to say" type of option. Or just ignore the question.

Outside of healthcare forms, I don't see the purpose of specifying gender for anything other than data collection and profiling.

If you are a company why waste money marketing tampons to humans with penises.

Because tampons have uses far beyond being stuffed up vaginas? Hell, why don't you ask why the tampon companies aren't going "gee we have a product that is pretty generic and has considerably more uses than just for women's periods, why don't we look at how we can up our sales by not limiting ourselves to women with vaginas that get periods?"

For fuck's sake, you do know that there's a lot of females that have no need for tampons, too, right?

Which is kinda the heart of the issue. Lots of groups are relying on the profiling in order for data to show their existence (and help deal with discrimination towards them). But of course many are just doing it for marketing shit.

Which, that's the thing, I hope a lot of you people realize that most people actually seem to want people to know who they are. I get that we've kinda got a healthy amount of anti-social people (everything from just garden variety introverts, to full blown paranoid conspiracy theorist backwoods piss bunker aficionados) on here, but goddamn some of you act like you've never been around "normal" human beings in your entire lives. People don't care about Facebook and Google having their data because that's the entire fucking point (they want Facebook cataloging their lives, they want easy access to info that Google provides, and they really don't care that its used to create a marketing profile to push ads towards them). And there's plenty of people that have identities that they're either proud of (I always get a laugh about people bitching about blacks "defining themselves by their race" from assholes who make sure you know what their European heritage or religion is...) or want people to know exist because for a very long time they were ignored, marginalized, if people even accepted that they existed at all (in which case they often would just use violence to make them go away).
