I would agree with you, but this a special instance.
I have fans blowing the cold air directly across the HSF as I write.
It's a fairly accurate reading. The outside air is currently -11 degrees C. Currently the chipset is 12 C and the cpu is 24 C
The cold air is hitting the cpu first in a steady stream. The ambient air is being heated by that. The top of the heatsink is actually cold to the touch and warms towards the cpu.
Kinda neat really
It is the 1.3 GHz that is being reported.
BTW it's on a MSI K7T Pro2-a motherboard.
