Policy on selling Steam games

I PMed a mod with this question and it was suggested that I ask it in this part of the forum, so here goes:

I was just wondering what the forum's policy is regarding the selling of Steam games/codes. After searching through the FS/FT section, I've seen numerous threads where people were selling Steam codes get locked up. Some included the following message:

Warning - The rules of our FS/T forum prohibit the sales of "Coupons, Codes, Cd Keys or Gift Codes" due to the ease of duplication, selling of multiple copies and potential for general fraud. Sales of actual gift certificates are allowed. Steam account or game sales are also prohibited.

However, I've also seen threads where people are selling codes for games like Shogun 2 and Brink, and they're still running without issue. Is there a specific reason as to why some get locked while others don't? Is the selling of Steam codes in any way, shape or form (whether the codes get exchanged via PM or sent via the mail on a physical card) completely against the rules of the board?

Just hoping to get a little clarification on this rule to help me understand what is/isn't allowed. Thanks.
 
If you're thinking about selling your old games that you own in Steam; you can't. Steam won't let you. If you're selling new coupons for games to be registered through Steam; Anandtech won't let you from what I gather... They don't want to be liable for bad sales and that's a very easy way to rip people off. It's easiest for them instead just to not allow it anyhow.

Venders might have different rules than regular users. If you see improper posts; report them. Only administration can answer these for sure though.
