Further down it says this though

Either whoever wrote the article is confused about what "arrested" means, or they hauled him away for a nonmoving violation. 😕

Does that include children who are too young for a driver's license, or even worse, a hybrid vehicle (i.e. political payoff) ? That's what I call cheating.
