Get yourself some real shaving soap and a holder for it and a brush. Run hot water (as hot as you can stand), rub your face all over with the hot water, cover face in said soap, shave with the grain first, then after against the grain. After you're finished take a hot shower and when you're finished you'll be stylin'. Some people recommend taking a shower first but I prefer after.

I was considering the hot water notion...cold is possibly causing the hair to retract slightly.

Hot water causes your pores to open, cold does the opposite.
