Pocket Pc 2002 SDK problem

I've installed embedded visual tools and PocketPc 2002 SDK to my PC,
after that I tried to execute the eVC sample,
however, an error occurs saying...
"the Intel 80486 CPU does not support configuration Win32 (WCE ARM)!
Executable will not run on device
Continue?"

also in eVB, I could not run the sample program also.
I checked the control manager and find no controls are registered on PocketPC 2002 (Emulator).

What is the problem?
I've tried to reinstall the SDK, but the same thing happens.
