Is this function working and I'm just not seeing the reciept?

I wanted to test it out and sent a pm and checked the box for the read reciept. I know the message I sent was read but didn't receive any kind of receipt. Am I doing something wrong or is it not working?
 
Just tested it again and got this message, which came from the user I sent it to:

Some Guy has read your message sent on 04/09/2003 3:06 PM

Why does it say "Some Guy"?? 😕

EDIT - Never mind, that's the name in his profile.
 
I never did get a receipt from the first message I sent with it though. Is there an option for the user to not send the reciept??
