its always been a lock. (is that a reason?)

I had always thought the lock gif image was made for moderators (lock a topic), but instead was used for PM (maybe on accident?) and no one ever fixed it so it stuck.... but that's just my theory.
 
Could it be because the messages are to be private.

Lock others out from reading with the exception of the intended target?
