In a nutshell:

1. They host the server
2. You provide the storage

It's a full-featured PLEX server, completely independent from anything you're running at home. Terms are unclear, but it appears that it will be included under the PLEX Pass fee. Right now, they are supporting Amazon Storage. You can get unlimited storage for $60 a year. Considering a single 10TB hard drive is $450, that would be equivalent to running the cloud host for over 7 years (plus no hardware to buy, updates to run, power bills to pay, etc.). This is pretty awesome news, especially in light of their recent DVR announcement:

It will take about 7 years to upload everything.

This might be useful if you have a few GB of favorites or something. But I think I will end up using a lot less internet if I just stream from directly from my server. Who's server isn't on 24/7 and connected to a UPS already?

Yeah, upload is questionable. I have a zillion movies from when I converted my DVD collection over. The rest I just stream from Netflix or wherever. But $59/year is awfully tempting for unlimited storage...
