SBC DSL, strange thing too, I had 1.5download, 256k upload, then I upgraded my package to the 2Mb download 368 upload, and my download speeds actually decreased. (this is an accurate test, It's the same numbers I get all accross the states)

I think your upload test is screwy, I have better than 14mbit upload... download speed is accurate though.
