Umm, aren't colleges often targeted by gunmen? It's almost the stereotypical example I can think of for domestic hostage/S.W.A.T./Bomb Squad responses. Also, Sacremento is the capital of the state which would be the 8th largest world economy if it were a country. Think you're down-playing it a bit when you pretend that it wouldn't be a target because it's a "college town?!" It was also the epicenter of a huge tent-city in 2009. It would probably still take too long. The only solution is patrol bots authorized to use deadly force whenever they detect that human life is in danger, or just generally whenever the KILL_NOW bit is set.
