Umm, aren't colleges often targeted by gunmen? It's almost the stereotypical example I can think of for domestic hostage/S.W.A.T./Bomb Squad responses. Also, Sacremento is the capital of the state which would be the 8th largest world economy if it were a country. Think you're down-playing it a bit when you pretend that it wouldn't be a target because it's a "college town?!" It was also the epicenter of a huge tent-city in 2009. "Just a college town," indeed.

No, I would not say they are "often" targeted by gunmen, unless you have a pretty low bar for "often."

virginia tech was over before anyone even knew what was going on. goes back to the old adage, when seconds count, police are just minutes away!

And that's what motivates them to get more military surplus. Let's give them some military surplus bombers jets to improve their response time!

"What? Some kid ate his Pop Tart into a handgun shape?! SCRAMBLE THE FIGHTERS!"

It would probably still take too long. The only solution is patrol bots authorized to use deadly force whenever they detect that human life is in danger, or just generally whenever the KILL_NOW bit is set.
