I thought "savages" usually referred to Native Americans when used in a racial manner.

It didn't really have anything to do with race. The word was applied to any culture that wasn't considered "advanced" and regularly performed actions that were viewed as barbaric or primitive. Native Americans, warring Asians, indigenous tribal people around the world...the term has been applied to a variety or races. It's more about culture than race.
