If you want my honest opinion:

Your resume is crap.

First, you need an Objective line. What is the purpose of this resume?

Second, for your technical skills: Put the computer languages first, the applications second, the operating systems third, and the classes fourth (you already said you had a degree).

For your professional experience: If this is your current job then your "action" verbs need to be in present tense. One is, the rest are not. Also, no full sentences...no full sentences. "COMPUTER TECHNICIAN in IT Department" would look better if it was directly under "HUB ENTERPRISES"

Where's your references? At the very least put: "References and a Writing Sample Availabe Upon Request".
 
Watch out for statmements that don't add any value, such as
Computers, hardware and software
Be specific about some of the actual things that you did. Tell them about your senior project. Have you written any really great programs that you would like to talk about during an interview?
 
You didn't graduate IN electrical engineering.

Write this: "I graduated from XXYY school with a degree in Electrical Engineering. My emphasis in the program was on XXYY."

EDIT: And there's no such thing as a "nearest convenience."

It's "earliest convenience."

Ask yourself this: what purpose does inserting an objective into my resume?

If you do not have a REALLY GOOD reason, stay away from having one.

Education:
"Computers; hardware and software" is not an activity - what do you do with them?

Technical Skills:
Shouldn't the classes you have listed under technical skills be under education?
They aren't skills...

Professional Experience:
Your title should be first, not last in the list
Managing your own consulting business was one of your responsibilities at this job?
Rewrite the other bullet points so that they are grammatically correct, clear and concise

I keep hearing different things about that. Some people say to put an objective, and others say not to because when you add an objective you limit yourself.

when you make a generic resume, dont' put an objective, but when you have one for a particular company and a particular job, then yes put one.
 
When writing a letter, try to avoid starting three sentences or more the same way:

I am submitting...
I recently graduated...
I feel that...
I gained experience...

Try to mix these up a bit so your sentences begin with different words.

I can open your old stuff fine, but your new resume gives me an error to the effect of:

could not open 'pa010361.fdf' because it is either not a supported file type or because it's been corrupted

Maybe it's just me though.
