Have you tried the traceroute as described on the other post?

Sometimes the router can have issues with DHCP and fixed IPs conflicting. Generally, this occurs on the OS side after an update (or registry cleaning).

Have you tried the flush DNS command.
At the command prompt, run as administrator.
ipconfig /flushdns (there is a space after ipconfig)

This worked for me a while back although I had to do this several times before the issue went away.
 
BOINC and browsers both use "Port 80" whereas, I think, the other network functions which are working, use other Ports?

If so, I suggest you install an HTTP proxy, such as Polipo (Windows binary), on another computer. Then you can route all your port 80 stuff through that proxy on that other computer.

If it comes down to the above:
1. Could you do "System Recovery"?
2. If not how about a quicker "Install Repair" or something like that?

The above should not require re-installing all other software.

ipconfig /flushdns
nbtstat -R
nbtstat -RR
netsh int reset resetlog.txt
netsh int ip reset
netsh winsock reset

I'm responding in the other thread too, but have you tried setting the network connection to DHCP? It appears in the other thread that you have it set to static currently(but I could be missing where you set it to obtain automatically)

If you can manage to get some kind of remote access setup(Ammyy, Teamviewer, RDP, etc.) as a very last ditch effort I'd be happy to get connected into your system and take a look at the issue. Often even if you can't access the internet RDP will work(we've had issues at customer sites where IP conflicts and other issues cause only IPV6 to communicate and the only way we could get connected was through RDP). If you'd rather reformat than have a random person on the internet connected to your machine, though, I fully understand! 😛

Let me know if you've tried DHCP, though, and I may have some other ideas after that(without needing to connect to your machine!)

OK, the boot disk is reformatted, Win 7 reinstalled, drivers reinstalled, IE working well. Now all updates, all programs and add-ons ... this will be a long process.
