The 1070 is probably the best easily available card in that range. The Vega 56 is still hard to find near MSRP, so hard to recommend it.

If you are only spending $400, you will be limited to buying a GTX 1060 or a card like the RX 580. The GTX 1070 cards are still $490+

You might want to hold onto your GTX 1080ti until the mid-range cards are more reasonably priced. For me, it doesn't make sense to sell it for $800 (minus shipping costs and fees), and then turn around and buy another above MSRP card, but to each their own.....

Thanks for responding, but this $400 card is for another machine. The card I'm selling is now a spare.

I would say this is kinda a tough one, but I may have a solution. Either get a 580 8GB or 1060 6GB in the mid $300 range new, or, if you consider used, you could get a better card such as a Fury or 1070 for around $400 or a bit less. You might even be able to get a great deal on the Fury, if you don't need more than 4GB of memory. A 1070 or Vega or higher is not going to be under $490 new, at least right now.

I usually limit my GPU prices to $300, but if you go to GPU 2017 bench and look at the benchmarks, the only card that is close in price (for me) is the RX 580 (running around $330 for the 8GB). Based on your price range it might be that fits your range as well. The 1070s are running closer to $500. I would not buy a 3-6GB card at this point.
