Please help selecting video card for 2d graphic and HD DVD 1080p playback (HDCP)

Hi all.
I'm new to this forum but I'm not new to PC building but was a long time since my last build. I'd greatly appreciate any recommendation for the video card selection.

As subject stated, I'm building a new workstation for web/graphic works and also double as a HD DVD (and standard DVD) playback. I understand that I'd need an HDCP video card for HD DVD playback in 1080p. Is there a video out there that would work great for these? I don't do gaming, so no highend 3D graphic performance is necessary. And I'd like to keep the budget around $200 or less. I would also prefer fanless card for quietness. Can this be possible?

Basically, I'm looking for a HDCP video with good 2D performance. Could someone educate me?

PS:
System will be:
- ASUS P5B-E Motherboard
- Intel E6400 stock speed or E4300 overclock.
- 2GB of RAM (Not sure about the brand and speed yet. Recommendation welcome)
- 2x Raptor in RAID 0
- Win XP or Vista 64bit

Thanks for your recommendations. Most of these are over my budget or has big bulky fan.

I googled around and found this interest review of the Gigabyte GV-NX76G256HI-RH card . Has anyone have experience with it. I can't find who carrying.
