Put the new starter in. Starts quick now with no dimming.
I took the clutch safety switch out to test it. It seems to have some internal corrosion. I just bypassed it, as there doesn't appear to be an inexpensive replacement for it.
I did find my clutch master cylinder was leaking on the inside while inspecting. So I ordered one of those.

The inexpensive way to fix those switches is to clean up the corrosion. I had a few switches in Honda civics that began to work intermittently so I pushed the button on them repeatedly for an hour while I watched TV and that had the effect of scraping off the corrosion, making it work again.
