please help: new computer problems

Hello I just got a new dell machine and am having problems with it. First some specs:
p3/1000 with 256mb SDRAM
75gig ibm hdd, but i dont know whether its ata66 or on an ata100 -they didnt say so im assuming ata66
geforce2gts 64mb ddr video card
turtle beach santa cruz sound card
12x software decoding dvd
8x (sony?) cd-r
iomega zip100mb
network card
-i added a pinnacle pctv pro tv tuner card (pci)but the problems were happening before i added the card

i think that the first problem i am having is related to the video card, but I am not sure. Whenever I play Unreal Tournament, I experience frequent pausing -like every few seconds. I thought that the computer might have been hitting the HD for data but the HD light isnt coming on. The pauses are very short, but obvious -kinda like if you were playing it without enough RAM. Also, I am experiencing occasional glitches on the screen that briefly (like less than 1/2 second) block what I am seeing. This even happens in the GUI (actually it happens the most there and is most noticable there).
The Geforce control panel reports that I my bios is version 2.15.01.13.12 and sees 64mb of memory on board. All drivers on the panel are reported to be version 4.12.01.0618
Could someone please help to explain why the game is not performing as well as it should? On my last machine -a p3/600 with 384mb ram, a 34gig ata66 drive, a voodoo3 3500, and a turtle beach A3d sound card, I saw no such pauses. Is this really because I dont have enough memory??? I thought that 384 was overkill..
I also have norton antivirus on this machine. Could that be the problem?

oh btw this happened with the drivers dell shipped and continued when i downloaded the latest drivers off of nvidia's website.

Any help that anyone can give would be greatly appreciated.

Exit ANY running programs when playing games! Norton 'Anything' is known for hogging resources big time! Close'em down!
 
This seems to be the same problem plaguing many users around this board. Have you ever had to reformat due to a major crash in Unreal? This is the only correlation between the people who are having this problem so far. The only solution that I've seen is installing win2k, but that means my games will be screwed (except for q3 of course).

Do you see an hourglass in windows and occasionally in unreal when the pauses occur?

Did you format first? I would. Whne i got my dell laptop there was a bunch of junk on their that was slowing it down. Just format /q and reinstall everything. See if it works better then.
 
Useful tidbit: The hard drive is ATA/100, because the only IBM drive that has a capacity of 75GB is the 75GXP, which is ATA/100.
