Please help me build a computer?

So my friend approached me to help him make a computer. Only thing he will be using it for is Heroes: Might and Magic, watchin movies, surfing the net.

Pretty easy requirements - can we get it under 400 thou? This is not including the monitor.

You can add a PCI Express video card if you like. I am not sure of that games requirements though.
