Please advise.. Which school is better for a Master's degree in EE?

guys.. i appreciate your commenting, but you guys dont help to answer my question at all.. i am aware that there are other schools out there that are better than either of the two i'm inquiring about, but these two are the ones that are being compared in my brother's circumstances.
