First Question --------------->Does the North American (NTSC) PS2 play Pal games?
Second Question ----------->If it does how do I play the games on a NTSC TV?

I was reading some TV's have some multisystem chip inside them which enable them to play in the proper sync and stuff, the only thing is that the PAL stuff is black white, I'm new to all this NTSC and PAL stuff. Plus I really want to play WRC II Extreme for the PS2 and its only available in PAL

PAL games will not work on NTSC systems or vice-versa. They have different methods of deplaying an image. Companies also use it as a form of media
control.

Theres a converter that is aroun $10 to $20. Not sure of how good it is though, it might give you color and stop the rolling effect caused by the difference in refresh rates of the two, but it still might be off-centered.
