Well remember, it's not exactly dark blue, but like the article describes, oh-so-slightly bluish, mostly just not as red as the rest of the surface. Just looks crazy blue because of infrared imagery, not visible light.

But back to what it is... Hell if I know, and sounds like nobody knows. Some kind of mineral that's in the planet that only surfaces after large impacts rock the planet or volcanic eruptions.
