That was a drogue chute similar to what you see on a drag racer. it was on a long line on the target plane and allowed that pilot to decend nearly vertically at a speed that matched the terminal velocity of the diver.
Without that chute he could not get in a position that allowed the skydiver a clean approach while minimizing his risk.
It was funny that the skydiver had to help him cut the drogue loose. I'm used to having my own release system from the banner towing days.
