pixels wont go away??

so i was playing a game and something random happed like the grass and stuff started to move and the pixels and landscape stared to flicker so i cloes the game to see if any thing happends and i see the pixels are still there so i restart my pc to see if that fixes it but they were still there, i saw them when my windows loads like windows xp loading screen the pixcels are blue and red all over the screen and when i start a game it only get the pixcels more jumpy and brighter .i am very comfused,dunno whats wrong can any one help plz thx
 
First fix the easy stuff. Update the game if it has any patches and upgrade your video card drivers.

If these don't fix it it could be a video card issue (failing RAM or overheating): try a different card if you have one. I wouldn't think the PSU would be to blame but I have seen stranger stuff.
