Pioneer DVD-ROM won't switch to DMA from PIO

I have a 16x Pioneer DVD-ROM DVD-116 that will only run in PIO mode. It will not switch to DMA when I try to change the option in the device manager. The result is poor performance (skipping) when I play DVDs or transfer data from a normal cd. It's alone on an ATA-100 IDE cable as a secondary master using the end connector. Switching to an ATA-33 cable didn't fix the problem and reported an error during the POST. Can someone please help me w/ this?

In the Integrated Peripherals menu of the BIOS, both the pri and sec IDE channels have PIO and Ultra DMA set to auto for both the master and the slave of each channel. The only other option for Ultra DMA is disable so XP should be able to detect the dma option, but it doesn't switch from PIO in the device manager.
