That not only describes Sen. Kerry, it describes the Democratic party as a whole.

Where's James Carville? Isn't this what he does best? Maybe he doesn't have permission from Billary.

After reading the passage you quoted, I think I figured it out...given the concern "about what they described as his [Kerry's] trouble in settling on a defining theme," they have decided that Kerry will use [wear] one of the three little childish props during his next townhall meeting. Sadly, Kerry could wear all three and they would fit like a glove. I am glad they are coming up with some substantive plans [policies] for Americans come November...guess they have nothing better to discuss and no better plan than the lackluster campaign we have seen thus far.

...and they wonder why they control not a single facet of government in the U.S.A. Funny how that works.
