Is there any program that can tell me the round trip time to an IP address without using ping? My ISP has done something that basically prevents me from pinging anything(other than the gateway and their 2 DNS servers).
 
Do some google searches, there are "UDP ping" and "TCP ping" programs available. Also try traceroute, the real traceroute uses UDP, Windows's tracert uses ICMP pings unfortunately.

Also make sure to introduce your ISP to a clue-stick. Or switch. Blocking pings is plain wrong.
 
Imagine a farmer. Now imagine that farmer being shot in the head, suriviving and starting up an ISP. This is kinda like my local phone company(who provides the DSL service). They don't have a clue as to what they're doing. They can't even manage to keep the service running for more than 24 hours straight without a problem. I'm gonna give them a call tomorrow, and tell them about your clue stick suggestion. My guess is they'll actually go out looking for one.

Anyways, thanks for the info, that sounds like exactly the stuff I was looking for.
