PIII SpeedStep question

Ok, I am presently researching an upgrade to my laptops cpu. Presently it uses a Micro PGA2 PIII fixed core cpu. I know if I replace it with a PGA2 SpeedStep cpu then it will only run at the lower cpu speed. My question is what determines if the capability for SpeedStep is used? Motherboard? Bios? Thanks.......
 
My guess is Bios. On my Latitude C400, you can select in the bios what frequency you want the chip at. The board should have little to do with it (asides from the obvious fact that it already needs to support speedstep for it to work). Hope that helps.
