I like Adobe Photoshop for real in depth stuff. Microsoft Photodraw is good as well for most stuff. ACDSee is good for quick stuff, like rotating pics(landscape to portait) and other minor edits.

Photoshop is VERY advanced with a STEEP learning curve!

Try ThumbPlus for basic viewing and color/cropping/resizing needs.

Irfanview is free and lets you do some basic optimizing as well.

Paint Shop Pro can be used easily while enables you to do some pretty good manipulation too.
